Industries built around avoiding and managing risk create a circular logic by which risk appears to be nullified as soon as it is identified. But vague, threatening, incomprehensible risks loom on the horizon: terrorism, nuclear threats, strange diseases. Risk appears as an insult, making us afraid. FEAR has us seeking out authorities to protect us.
